Jeff is best known to most of us as the long-time head of the Israel Committee Against House Demolitions (ICAHD). He is the author of An Israeli in Palestine and Obstacles to Peace (London : Pluto, 2011) and, most recently, War Against the People: Israel, the Palestinians and Global Pacification (Pluto Press/University of Chicago, 2015).
Jeff is offering a choice of presentations. Each lasts about an hour (though the timing is flexible) and each is accompanied by a powerpoint presentation (meaning he will have to have a projector; he comes with a computer or flashdrive).

Jeff is in the UK for a conference of Palestinians and Israelis, with the aim of forging a common vision and political program around the idea of one democratic state. In this powerpoint presentation, Jeff explains how the Matrix of Control that Israel has laid over the Occupied Territory effectively eliminated the two-state solution and rendered Israeli control of the entire country permanent apartheid. Faced with apartheid and the warehousing of the Palestinians, he goes on to outline appears to be the only just solution remaining: a democratic, bi-national state, which he explores in depth.
For groups who have not heard him speak or for audience’s new to the issue, Jeff also dwells on the nature of Israel’s Occupation itself, and in particular its policies of demolishing Palestinian homes – some 52,000 in the Occupied territory since 1967 –walking the audiences through the six demolitions of a single family’s home, showing how Israel and Palestinian activists resist.

Jeff situates Israel’s “globalization” of Palestine within the capitalist world system. Inherently unequal, exploitative, violent and increasingly unsustainable, capital must pursue innumerable “wars against the people” if it is to enforce its global hegemony. These are precisely the types of wars – counterinsurgency, asymmetrical warfare, counter-terrorism, urban warfare and the overall securitization of societies, including those of the Global North – in which Israel specializes. By exploiting these “niches” as part of its “security politics,” Israel is able to effectively service the powers-that-be throughout the world in their attempts to “pacify” their restive populations. As our governments’ militaries, security services and police forces become “israelized,” Jeff argues, we the peoples are being “palestinianed.”
Illustrated in powerpoint, Halper’s presentation casts light on a critical aspect of our political lives that is little known or fought against: the increasingly pervasive presence of systems of control at home and wars against peoples abroad that instead of securing us threaten to pacify us all. What powerful technologies of repression the authorities have at their disposal is detailed in Jeff’s presentation.

Jeff Halper
Brief tour of the UK - February Jeff Halper will be in the UK during the week of February 19-23 and is willing to meet activists and do presentations wherever he’s invited. He would need his transportation covered from city to city (most likely by train), accommodation (willing to sleep on people’s couches to keep down expenses) and either an honorarium or the opportunity to “pass the hat” for donations for ICAHD’s work.
2. War against the People: Israel, the Palestinians and Global Pacification
Based on his latest book with this title, Jeff looks at how Israel exports its Occupation – its weaponry, its models and tactics of control and its security and surveillance systems, all developed and perfected on the Palestinians. For countries such as the US engaged in “asymmetrical warfare” or domestic securitization, both forms of “war against the people,” this prsentations brings the Occupation “home” to your communities. Halper suggests a quid pro quo: Israel offers its expertise in helping governments pursue their various wars against the people and, in return, they permit it to expand its settlements and control throughout the Palestinian territory.
A brief biography of Jeff
Jeff Halper is an Israeli anthropologist, the former head of the Israeli Committee Against House Demolitions (ICAHD) and the Coordinator of the War Against the People project of The People Yes! Network (TPYN). A well-known activist, he has also taught at universities in Israel, the US, Latin America and Africa. Among his academic and political writings are Between Redemption and Revival: The Jewish Yishuv in Jerusalem in the Nineteenth Century (Westview, 1991); Obstacles to Peace, a resource manual of articles and maps on the Israeli/Palestinian conflict, published by ICAHD; An Israeli in Palestine (London: Pluto Press, 2008); and his latest book, War Amongst the People: Israel, the Palestinians and Global Pacification (Pluto Press/University of Chicago, 2015). Jeff participated in the first (and successful) attempt of the Free Gaza Movement to break the Israeli siege by sailing into Gaza in 2008.
